一、在深圳設立常駐代表機構所需基本條件：

1、該外國企業必須在所在國合法注冊；
2、該外國企業必須具有良好的商業信譽；

二、在深圳設立常駐代表機構所需時間和要求：The time and requirements for a foreign enterprise applying for the establishment of a resident representative office inShanghai are as follows:

一、外國企業申請在中華人民共和國境內設立常駐代表機構，須先向上海市工商局提出網上申請，工商局對其申請進行審查，在5個工作日內做出批準或不予批準的決定，并在網上公布結果。得到批準的企業，再向工商局提出書面申請，工商局于10個工作日后頒發代表機構登記證。其他政府機構辦理各種證照約需要25個工作日。
When an enterprise wants to establish a representative office in Shanghai, it should apply to Shanghai Administration of Industry and Commerce on its website for prejudication first. It will approve or overrule the application in 5 working days. The approved enterprise should apply to the Administration formally. 10 working days later, the Administration will give Business Registry to the company. And processing other registries by other administrations will spend about 25 working days.

二、外國企業申請設立常駐代表機構必須委托一家經中華人民共和國政府主管部門批準的、具有相關資質的公司作為承辦單位，由承辦單位代外國企業向審批機關報送各類材料，辦理申報手續。
